 Education Structures and Highly Skilled Employment--
Challenges to the Dual Vocational Education and Training System

The global economy has entered an innovation-oriented phase which is characterised by intensifying competition and digitalisation. Human capital is becoming one of the central factors of competitive and innovative ability. The demand for higher education meets the requirements of a knowledge-based economy. The transition process from higher education to employment is a sign of a high demand in the relevant parts of the labour market for employees with suitable qualifications and competencies. The basis of continuing vocational education and training makes a major contribution to personal development and social integration. The article is structured as follows. Firstly, the local communities, Taiwan situation is addressed and the specific educational system is taken into account, focusing on the dual system of vocational education and training (VET), as these are the relevant ones for the labour market. Secondly, there will be an analysis of the quantitative effects of the renewal of training regulations of the technical occupations as an indicator of the modernising success of the VET System. Thirdly, an overview of the indicators and data applied in this study is given, that is, to analyse the education standards of the Taiwan population and workforce, focusing on demographic aspects as well as on technical and management occupations, and to deal with the sectoral demand for highly skilled manpower. Finally, some decisive effects on the available human capital resources and the potential performance and competitiveness of the Taiwan’s economy are given. This has led to problems of adaptation for the dual system to the various socio-demographic and socio-economic developments. The author combines quantitative analysis of a survey data set (N=1,300) with qualitative analysis, develops practical solutions and seeks to facilitate the development of pedagogies in skills training with modern knowledge for socio-economic empowerment and sustainable development.
