OUT-OF SCHOOL CHILDREN: RESEARCH AND STRATEGIC IMPERATIVES FOR
COMBATING THE THREAT OF EDUCATIONAL EXLUSION IN SUB SAHARAN AFRICA

The recent estimates by UNESCO put the world’s out-of-school children at the basic education level at 143 million. Out of this, sub-Saharan Africa contributes about one quarter. With only five years to 2015, this magnitude of out-of-school children in Africa poses a serious threat to the goal of universal access to basic education which is the purport of MDG and EFA goals no 2. Beyond the threat to universal access to basic education which educational exclusion poses, it raises fundamental issues bordering on the right of the child as well as the sovereignty or statehood of a country. In theses contexts, the paper discussed the evolution of the conceptual framework for the analysis of educational exclusion drawing from the Istanbul Global initiatives on Out-of –! school –Children Methodology Workshop. It attempted to develop further insight into the problem of exclusion in SSA by analyzing the concomitant variables using a demand and supply approach. Against the backdrop of the demand-supply analysis of the factors of exclusion in SSA, a 10-point strategic plan of action was proposed.

Bio:

Born January 10, 1959; graduated from University of Nigeria in First Class Honours in 1982 in Physics Education.;  Best graduating student in Faculty and Department. Obtained Ph.D in Measurement and Evaluation in 1990 and bagged Vice-Chancellor’s award for Best graduating PH.D candidate in the Faculty. Rose to the rank of Professor in 1998, was Head, Department of Science Education (1994-1998) and Dean, Faculty of Education (2006-2008), at the University of Nigeria. Founded the Association for Promoting Quality Education in Nigeria (APQEN) and Member and Editor-in-Chief, Nigeria Academy of Education (NAE);  Was Guest lecturer, Dept of Didactic, University of South Africa, Pretoria; Visiting Scholar, Science Education Center, University of Iowa, USA and Assistant Professor, Dept. of Educational Studies, Ohio University, Athens, USA. Consultant to UNICEF and other educational organizations on Basic Education.  Prolific writer and researcher, has authored more than 200 articles and 10 textbooks and attended well over 60 conferences/workshops where he delivered papers.
